As part of the government’s apprenticeship reforms, the draft level 3 hair and beauty Trailblazer standards and assessment plans are now available for review.
To ensure the standards reflect industry practice once they’re finalised, the NHBF and sector skills body Habia are urging hair and beauty professionals to participate in the process and have their say.
The level 3 standards and assessment plans were drawn up by a cross-industry trailblazer group of employers, and are designed to provide a step up from the new level 2 apprenticeship standards and to provide aspirational targets for learners who are keen to progress in their careers.
The following draft level 3 hair and beauty Trailblazer standards and assessment plans are available:
- Beauty Therapy Professional (Level 3)
- Senior Hair Professional (Level 3 ½)
- Route 1 combined services
- Route 2 cutting and styling
- Route 3 chemical services
The draft level 3 hair and beauty Trailblazer standards and assessment plans can be downloaded here. There are no plans to develop level 3 standards for barbering as the new level 2 standards cover all the skills needed to work in a barbershop.
Hair and beauty professionals can have their say by completing the surveys below by 21 April.

Hellen Ward from Richard Ward Hair and Metrospa, the chair of the Trailblazer Steering Group for hair professionals, said: “We’re keen to encourage learners to aim for the highest standards and to stretch themselves, both creatively and in their mastery of technical skills. I urge all hair and beauty professionals to have their say on the draft standards and assessment plans to make sure they reflect real industry practice.”
