Labour Market Statistics – December 2023
From September to November 2023, the estimated number of vacancies in the UK fell by 45,000 in the quarter to 949,000. Vacancies fell on the quarter for the 17th consecutive period, the longest consecutive run of quarterly falls ever recorded but still above pre-coronavirus (COVID-19) pandemic levels.
The unemployment rate is below many of our international peers, including Canada, France and Spain. Long-term unemployment continues to fall, down over 10% on the year and over 60% since 2010.

Beauty industry set to reach £4.6 billion by 2029
The UK hair and beauty industry is set to reach £4.6 billion in revenue over the next five years, showing steady economic growth despite 85% of salons having adjusted their pricing in line with current inflation rates.
Greater protection for businesses under new Ofgem proposals
To help give both suppliers and consumers clarity, Ofgem has launched a new statutory consultation on specific proposed changes to certain non-domestic licence conditions. The consultation opened on 7 December 2023 and will close on 31 January 2024.
The consultation launch kick starts the process of bringing in a new set of rules for suppliers to make sure they improve customer service and clearly set out costs for customers, including costs customers pay for third-party services, like energy brokers. All customers should expect fair treatment from their suppliers and these proposals would tighten the rules to make sure that happens.

New Cosmetic interventions targeting rules
Following joint consultation which ran from September to October 2020, CAP and BCAP have decided to introduce new placement and scheduling restrictions that prohibit cosmetic interventions advertising from being directed at under-18s.
The targeting restrictions came into effect on 25 May 2022 after a 6-month implementation period. The targeting rules essentially require that:
- Ads for cosmetic interventions must not appear in non-broadcast media directed at under-18s;
- Ads for cosmetic interventions must not appear in other non-broadcast media where under-18s make up over 25% of the audience; and
- Broadcast ads for cosmetic interventions must not appear during or adjacent to programmes commissioned for, principally directed at or likely to appeal particularly to under-18s.
Cosmetic interventions mean any intervention, procedure or treatment carried out with the primary objective of changing an aspect of a consumer’s physical appearance. This includes surgical and non-surgical interventions, both invasive and non-invasive.
